I am somewhat surprised by the question: How to flip learning without video?

Hevruta learning - upon which traditional Talmud study is based - is the original "flipped learning." Students were assigned to study a text on their own - learning it **before** they came to class for the lecture.

What does modern "flipped learning" add beyond that?

The fancy technology should not essential (as Rabbi Tsaidi pointed out).
Assignments can be given so that students can check and exhibit what they accomplished (as Ms. Fischbein pointed out).

Perhaps Rabbi Grumet's colleague is asking how he can get his students to actually do the required work at home.

My suggestion here is also a return to tradition: Parents need to be engaged in active learning with their children - a fine, old-standing Jewish practice.
